Hugo (played by Larry Joe Campbell) is the main antagonist that first appeared in Charlie Did It!. He has a "past" with Gabe and is the manager of the local grocery store. Gabe and Hugo can't be in the same store without anyone messing up anything he does.
In the episode Charlie Did It!, he called the police on Charlie for grabbing sunglasses without Teddy or Gabe knowing, so he kept them in his office till the police came. They ended up getting out, by Gabe messing up the whole store with the help of Alice. However, he put Charlie's mugshot all over the store.
